The Emperor states that he'll abide whatever we decide as a galactic body. He also states he has an announcement later, but needs time - however long that is.

People coming and going from the worlds. And the Dark Ones have their planet and applied to join the Suisen Empire. Infact, Bobbi has even been found after the attack that should have destroyed her and Andrea, being part of the Dark One council*

<DeathStar> <Erevis> As you know, there is a lot we do not know about our universe - especially the Unexplored Realm. The Swarm proved that and the Templars. And there are still some areas in our own part of the galaxy. Your ship is the only ship with a successful Tiger Engine that can move about the galaxy and explore and find areas that need to be discovered, chart them, document them, and if needbe, report if a threat is coming our way because we cannot handle a new enemy just yet
<DeathStar> <Erevis> We will install a teleporter that can bring people to the PAX incase you go further, but this is something only this ship can do, but the Tiger Engine should be able to take you to and from any place you wish to go. Taiga has even agreed to upgrade it even more
