<DeathStar> <Lenneth> Due to the injuries I took from the bomb in me, the rehibilitation will take some time. Plus, the strain of the past few wars have just taken a lot out of me. I believe it is time to begin a transition period, must like you all have been doing. None of my children are interested in the position and I know Erevis has been preparing Jikuu but I feel she is not ready yet. So I feel like mother should resume a transitional Empress state until a time the next person, be it Jaime or Jikuu or even Thena is ready in the eyes of the family

The major powers have massive embassys and while at the Senate Hall, the major powers, like B5, have the major seats while the smaller powers have the smaller seats*
<DeathStar> *Ako hurries to the Suisen Seat and sits down, ready to hear the Cartel complaint against the Reds, a minor power*
<Dias`> *Loki, in all his glory, sits in his seat with Shiva beside him. The two talking*
<DeathStar> *Also on the docket is the possibility to bring the Templars in as another major power. Ako is reading over the proposal*

<DeathStar> <Stacey> Of course. I would also like to add one thing to agenda. The Peacekeepers. Since they're acting as a sort of neutral peacekeeping force that we're supplying with ships, I'd like to add a light tax to races that can't supply ships. That way everyone can equally be contributing
<DeathStar> <Stacey> And protecting everyone equally in the event of another ... disaster
<Dias`> <Loki> Hmmm. That's a fair proposal. I second it.
<Alicia> <Red Fox> "I have no problem with that."
<Dias`> <Loki> Perhaps for those not able to pair their fair share, they could supply manpower in lieu of tax

<Dias`> <Loki> It's a fair proprosal and would be a benefit for us along with potentially opening up travel eventually.
<DeathStar> <Stacey> Yes, opening up space lanes is definitely going to be important in the future.
<Dias`> <Loki> As for the matter of applying for a Major member, does anyone see any negative to it? Or should we allow them in as a minor under a year probation?
<Dias`> <Loki> Ultimately as long as they maintain the requirements for Major, I don't see the Cartel blocking it.
<Seraphna> Elayne> Well they arguably have the territory to be a major. They represent most of a whole other galaxy.
<DeathStar> <Ako> The Suisen sees no reason to block it either
<Dias`> *Loki looks over at Stacey and Theron*
<DeathStar> <Stacey> They have the ships, the technology, and the territory. They meet the requirements

<Dias`> <Loki> If that wraps up those two pressing matters. That brings us to our last agenda on the docket. The attack by Red's "pirates" on Cartel worlds during what was already a dire situation that every member here was dealing with.
<DeathStar> *Stacey sets the memo down, shaking herself out of it, and focusing on Loki's words. The Tsivrixsh leans forward*
<Alicia> <Red Fox> "'Dealing with', yes."
<Seraphna> Elayne> Didn’t they become Cartel worlds during said dire situation, by the will of said dire situation?
<Alicia> <Red Fox> "I don't recall agreeing to that."
<Dias`> <Loki> So you don't deny it then? *He looks at Red Fox*
<Dias`> <Loki> If you're refering to the world in your territory that we bought? We can touch on that next.
<Alicia> <Red Fox> "It was not for sale."
<Dias`> *Loki sighs a bit, waving his hand a bit* It's Cartel policy to purchase any world that goes on sale. By all means, we can null the agreement, but that still won't cover the matter of the bill that you then created when attacking the satellites that were used to scan the planet for value.
<Alicia> <Red Fox> "Ah, if that is all, I am willing to admit my mistake there. I had assumed you were attempting a seizure."
<Dias`> <Loki> I'll have Shiva send the bill then. *He grins a bit in* But back to the matter at hand. Cartel worlds were attacked by your people. Damages were incured and we were forced to strike back in pure defensive measures.
<Seraphna> Elayne> Are these worlds other than the ones “bought”?
<Dias`> <Loki> There was only one world bought. *He looks back at at the others* Now normally we have a system in place to punish those that attack another ally.
<Seraphna> Elayne> So it wasn’t “worlds” but “world”? And the same one being contested?
<Dias`> <Loki> If we ignore those tenets and rules, than what good does this alliance have, right?
<Alicia> <Red Fox> "Were we really allies at that moment? I seem to recall that you were making hostile actions against the PAX."
<Dias`> *Shiva sighs a bit and waves her hand across her datapad, displaying the planet/s being attack in Cartel territory, not the red fox one*

<Dias`> <Loki> Hostile actions? Perhaps, but I think that Ako here would admit that the Cartel never actually came down and harmed the PAX. Correct?
<DeathStar> <Ako> The Cartel is correct. Their weapon, at most, was to - I believe keep us from jumping into hyper space if it had fired.
<Seraphna> Elayne> How many ships did you lose in that encounter?
<Alicia> * Red Fox gives the numbers
<Dias`> <Loki> We each had a part we had to play. The Cartel never once attacked another member other than the PAX which we were forced to do to protect it's people. In fact, Ako, who came to the aids of the Suisen planets when they started to go dead like.
<DeathStar> <Ako> The Cartel and Earth were among the first two.
<Alicia> <Red Fox> "We only did what we thought to be necessary ourselves."
<Dias`> <Loki> So that said, we're back to the matter at hand. a member attacked another member.
<Seraphna> Elayne> **looks over the worlds attacked** What was the purpose of these attacks and when did they happen?
<DeathStar> *Stacey folds her hands* I'm guessing you don't want monetary compensation, or that could have been handled between you two
<DeathStar> <Stacey> Are you suggesting they be banned temporarily?
<Dias`> <Loki> I see two paths forward. They be punished accordingly. Or the Cartel requests that a public and sincere apology be made and they agree to compensate for the damages done agreed upon by everyone here. I would hate to have some think we're trying to turn a profit off them.
<Alicia> <Red Fox> "In our case, it was an attempt to disrupt the Cartel attack on the PAX, while avoiding overtly announcing our support, since that would have tipped off our mutual enemy, guaranteed."
<Seraphna> Elayne> Wouldn’t that qualify as also aiding the PAX in the same ruse?
<Alicia> <Red Fox> "That was certainly our intent."
<DeathStar> <Stacey> And it led you to losing some of your ships during the false pirate attack?
<Seraphna> Elayne> I would think that adds the damages to the Red Fleet to the same equation.

<Dias`> <Loki> It's no secret that Red's territory has had it out for the Cartel. *He notes idly as he eyes his nails then looks at Stacey* Yes.

<Dias`> <Loki> But it would appear that a simple apology is beneath them. *He notes to the others*

<DeathStar> <Ako> I agree that the Templars and their potential for opening up into the other regions is massively benefital. Otherwise, we'd have to mass produce the Tiger Engine - it's doable, but the price tag is not feasible for anyone but the major powers

<DeathStar> <Ako> Agreed. That will be a must. And there's a third galaxy out there that can be reached but I doubt it'll be viable in my lifetime. Taiga managed to reach it by almost breaking the strongest Kumen ship.

Or until she feels there is someone in the family that can lead the Suisen while you have a possible heavenly being that can take - what was it I Read the report - free will? Either way, she's mentioned to me that she wants to make a lot of changes during this time period.
